Hi, I'm Dr Jillian Couto-Phoenix
 

I am a multidisciplinary scientist and innovation practitioner with a track record of helping researchers and innovators turn promising ideas into meaningful real-world impact.

 

My career began as an academic scientist at universities after which I transitioned into programme leadership and management in research and technology organisations.

 

One key question has guided this journey:  

Why do some innovations achieve impact while others struggle to gain traction, despite strong science and technology?
Exploring this question has shaped my career ever since.

My Journey

Working across universities, innovation centres, and research and technology organisations, I have gained experience at the intersection of research, innovation, funding, policy, stakeholder engagement, and programme delivery. These experiences have given me insight into how innovation systems operate in practice, where they enable progress, and where they can unintentionally create barriers.

From Responsible Innovation to Innovation in Practice

My interest in Responsible Innovation began while I was working as a research/staff scientist on a project in engineering biology. At that time, Responsible innovation was still relatively new within UK research and innovation environments as research councils grappled with governance as they started to fund R&D related to disruptive technologies.  At the time, organisations were seeking practical ways to understand and apply emerging ideas around responsible research, societal impact, stakeholder engagement, and innovation governance. Drawing on my scientific background and working with social scientists, I began designing and delivering training to help researchers engage with these concepts in meaningful and accessible ways.

As I continued working across the innovation ecosystem, my perspective evolved. I came to see that Responsible Innovation is not a separate activity sitting alongside innovation. Rather, it provides a valuable set of decision-making tools for helping  innovators navigate the complex realities that shape implementation and impact.

Questions about stakeholders, risk, governance, environmental impacts, regulation, and societal expectations are not peripheral to innovation, they are often central to whether innovation succeeds in practice and should therefore be tackled early.

Why I founded Couto Phoenix Consulting

I founded Couto Phoenix Consulting to help organisations engaging in R&D to think beyond technical feasibility alone and consider the wider factors that influence successful implementation. My work combines the principles of Responsible Innovation with my experience of how R&D progresses towards full scale deployment..

The result: practical information and tools to help you make decisions and move from concept to implementation with clarity and confidence.
